    Epic has applied layer after layer of limitation on STW players based on their zone and mission PL. The most recent application of a hard cap to stats based on mission PL is totally non-sensical especially when combined with XP downscaling based on comparing player PL with mission PL. Why get less XP when your character is being scaled down to the content's PL? Almost all character progression is based on stats, so a scaled down character IS of that lower scaled level and doesn't deserve an XP penalty.

    So, my suggestion is this: remove all forced caps but keep the XP downscaling based on PL... but give players the ability to scale their own PL down from their current level down to anything below it, and when they scale down apply stat caps based on their chosen PL, and give them XP for missions based on their chosen PL.

    Don't FORCE people to scale down - let people play how they want to play. Its understandable to limit XP for missions where a player was dramatically overpowered, but not understandable to power them down to the level of the mission and then give them reduced (or no) XP as if they had not been powered down.

    Giving people the option to lower their PL and accept stat / weapon level reductions for their lowered PL, with the benefit of gaining XP as though they were that lowered PL, is the non-punishing medium that handles both sides of the issue: people still get to progress and improve their ability to do missions, even older missions, but also have the ability to go back and gain XP from older missions if they accept limitation on the stats that get applied during that mission. Nobody is FORCED into being nerfed, but can benefit from voluntarily accepting a temporary nerf.

    TL;DR

    Let players choose to set their PL to something lower than their maximum, cap their stats based on their chosen PL, give them XP based on their chosen PL.
