Why is my Return Ticket still locked even though its supposed to unlock today?

Depending on the time your Return Ticket was used, you may need to wait a few more hours for it to unlock.  For example, if you submitted the return ticket at 4:00 PM, you may have to wait until after 4:00 PM on the unlock date.
