Can I use Rock Band DLC from a different region on PlayStation 4?

PlayStation 4 uses region-based content restrictions. Your game, console account, and downloadable content (DLC) must all match the same region.

If the regions do not match, the DLC will not download or appear in the game.

For example, DLC from the European store will not work with a U.S. version of the game.
