How to properly create a basic CTF map?

I went through the tutorial yet it's not working:

I started with the default level.

Added two UTTeamPlayerStart locations.
Added two BP_CTFFlag_Bases.
Named it CTF-Untitled.
Shared it.

No flags appear.

On a side note, how exactly do you set one side to be red and the other to blue?

Search for the following in the Modes section
UTRedFlagBase
UTBlueFlagBase

These should spawn with the flags available.
